Following a decision by the Court of Arbitration for Sport (CAS), the International Ski and Snowboard Federation (FIS) will now allow eligible Russian and Belarusian athletes, including para-athletes, to participate in all FIS events. This includes qualification events for the Milano Cortina 2026 Olympic Winter Games and Paralympic Games. The ruling stems from a challenge to FIS's previous ban, with CAS finding that FIS statutes protect individuals from discrimination and require political neutrality. The updated policy mandates direct athlete applications to FIS, excluding involvement from national ski associations of Russia and Belarus. FIS has updated its list of approved athletes and support personnel.

The International Fencing Union (FIE) will allow Russian national youth team fencers to compete as Individual Neutral Athletes (AINs) at the Wuxi 2025 Junior and Cadet Fencing World Championships in China from April 7-15. This decision follows the IOC's recommendations to allow individual athletes from Russia and Belarus to participate in international competitions as neutrals, provided they have not actively supported Russia's war on Ukraine. The athletes will compete under the FIE flag. Some IFs have begun accepting Russian and Belarusian athletes’ participation in Olympic qualifiers for the Milano Cortina 2026 Winter Games, while others have maintained their ban.

The International Ski and Snowboard Federation (FIS) has reaffirmed its ban on Russian athletes, stating that any decision on their participation in FIS events rests with the FIS Council. This stance contrasts with the International Skating Union (ISU) and International Ski Mountaineering Federation (ISMF), which have allowed neutral athletes from Russia. The IOC suspended the Russian Olympic Committee (ROC) following Russia's invasion of Ukraine in February 2022 but has since suggested allowing neutral athletes to compete, a move influenced by the upcoming change in IOC presidency and ongoing discussions about reinstating the ROC for the Milano Cortina 2026 Winter Olympics.
