A key decision was the recommendation to lift restrictions on Russian and Belarusian youth athletes participating in international competitions, with International Federations (IFs) and event organizers to determine specifics. Standard protocols for flags and anthems will apply if national sports organizations are in good standing. These recommendations are intended for the Dakar 2026 Youth Olympic Games and other youth events. However, existing sanctions against Russian and Belarusian governments, including restrictions on government officials' accreditation, will remain. IFs will continue to refrain from organizing events in Russia but not Belarus. The summit stressed that youth athletes should not be held accountable for their governments' actions.

Qasim Hasan Abdulhussein Al-Lami, an Iraqi weightlifter, has been banned for seven years by the International Testing Agency (ITA) for his second Anti-Doping Rule Violation (ADRV). The violation occurred on October 30, 2024, when a sample revealed the presence of stanozolol metabolites. Stanozolol is a prohibited anabolic steroid. This is Al-Lami's second doping offense; he previously received a four-year ban from 2017 to 2021 for furosemide and testosterone. The ITA proposed a sanction up to eight years, but Al-Lami accepted the consequences, leading to a reduced seven-year ban from December 9, 2024, to December 8, 2031, due to an early admission. All results from October 30, 2024, to December 9, 2024, have been disqualified.
